摘 要

近年来，我国的经济状况稳步提升，人民的生活条件也随之改进了很多，农产品的安全性和新鲜程度开始逐渐受到人们的关注，农产品冷链物流很大程度上可以保障产品的安全与质量。我国是一个农业大国，然而由于对冷链物流的认知比较晚，因此我国的农产品冷链物流产业目前处于起步阶段。我国的农产品冷链流通率对比发达国家还差很多，造成差距的因素很大一部分存在于冷链流程中，因此本文从物流的四个主要流程冷冻加工环节、冷冻储藏环节、冷藏运输及配送环节、冷冻销售环节入手，将他们根据特性将他们分为三个模块冷冻加工环节和冷冻储藏环节、冷藏运输及配送环节、冷冻销售环节对他们的现状和问题进行分析同时针对问题提出可行建议。

经过个人的分析研究，得出结论如下:

1）当前我国农产品冷链物流目前存在的问题有：冷链硬件设施落后且发展不均衡，缺少农产品信息系统和农户与商家共享平台，冷链物流行业标准和监管机制不清晰，人才缺失等。

2）对我国农产品冷链物流发展建议：加强建设冷链硬件设备，对农产品冷链物流行业进行深入推广，制定清晰的行业标准并传播应用，加强市场监管机制，建立相应的信息管理平台，针对人才缺口处培养对应人才等。

Research on the Problems and Countermeasures of the Development of Fresh Product Logistics in China——Taking the Cold Chain Logistics of Agricultural Products as an Example

ABSTRACT

In recent years, with the steady development of China's economy, the living conditions of the people have also been greatly improved. The safety and freshness of agricultural products have gradually attracted people's attention. The cold chain logistics of agricultural products can largely guarantee the safety of products. With quality. China is a big agricultural country. However, due to its late knowledge of cold chain logistics, China's agricultural product cold chain logistics industry is still in its infancy. At present, the cold chain circulation rate of agricultural products in China is still much worse than that in developed countries. A large part of the factors causing the gap exists in the cold chain process. Therefore, this paper follows the four main processes of logistics: frozen processing, frozen storage, refrigerated transportation and distribution, Based on the characteristics of frozen sales, they are divided into three modules: frozen processing and frozen storage, refrigerated transportation and distribution, and frozen sales. They analyze their current situation and problems and make feasible suggestions for the problems.

After personal analysis and research, the conclusions are as follows:

1) The current problems of China's agricultural product cold chain logistics include: cold chain hardware facilities are backward and uneven development, lack of agricultural product information system and farmers and businesses to share the platform, cold chain logistics industry standards and regulatory mechanisms are not clear, talent shortage.

2) Suggestions for the development of China's agricultural product cold chain logistics: strengthen the construction of cold chain hardware equipment, carry out in-depth promotion of agricultural product cold chain logistics industry, formulate clear industry standards and disseminate applications, strengthen market supervision mechanism, and establish corresponding information management platform, aiming at Training talents in the talent gap.

1.1.1研究背景

生鲜货物容易腐烂，而长时间远距离的不当运输会加速生鲜货物的腐烂，新鲜度对于生鲜产品来说是衡量其价值的一个非常重要的指标，到达销售地后，腐烂程度超出标准的生鲜货物便会遭到淘汰。冷链物流的出现是为了使产品在生产、运输和储存过程中减缓产品新鲜度的下降，确保产品质量并减少产品损失。在冷链物流得到发展以前我国的生鲜产品由于没有使用正确的加工、储存、运输处理方式而损失巨大，因此在认识到冷链物流物流对减少商品损失的重要意义后，国家将冷链物流的发展作为一项重要任务。与传统物流相比，冷链物流对各环节的技术和资金投入有更高的要求。特别是近年来运输和储存食品的高腐烂率，以及最近发生的毒疫苗事件，使国家加强了对冷链物流的关注，行业进入了快速发展的时期。

1.1.2研究意义

目前，需要应用冷链技术来储存、运输的主要是果蔬类，肉类，海产品，乳制品和药品等物品，这些产品与我们的日常生活息息相关，然而我国冷藏食品链的物流运作依然存在很多问题，与发达国家相比仍存在巨大差距。目前，中国的生鲜农产品冷链流通率对比发达国家90％的冷链流通率还很差很多。造成差距的因素主要存在于冷链的流程中。因此，改善和优化冷链物流运作过程，降低冷链企业目前的不合理性具有重要的现实意义，也有助于冷链物流的发展。

同时，通过改进冷链物流环节状况，促进冷链物流的发展也可以带来一定的经济效益和社会效益。经济效益包括减少产品损耗，维持产品质量，在非生产季节出售、出口，放入冷藏仓库以便进行果蔬深加工增加经济效益。社会效益包括提供大量就业机会，促进科学技术的发展，同时冷链运输减少了果蔬的损耗率，间接的提升了耕地使用率，减缓了土地资源压力。

1.2研究内容

本文一共分为四个部分，首先提出了研究这一题目的背景和意义，对国内外研究文献做了综合描述，然后阐述了与本文研究内容有关的理论知识，其次将冷链物流的四个主要过程按其特性分为三个部分，对这三个部分分别描述其所处现状、问题，最后根据问题提出切实的解决办法。

莫艺祯在其发表的文章《生鲜冷链物流的发展现状及问题分析》中指出我国目前冷链物流的现状是对货源的采购不熟识，设备简陋，技术欠缺而且在装卸帮运方面费时费力，在冷库选址的空间规划上十分薄弱。
