摘 要

随着我国农村土地流转和农业管理体制创新的加快，培育和发展家庭农场已成为中国农业微观经济组织和操作系统创新的基本客观模式。2013年政府明确指出，有必要积极发展和支持家庭农场，支持政策和资金。因此对其发展情况进行调查分析有助于发现其存在问题，尽早提出解决措施，优化家庭农场的发展和培育。通过对苏北地区具有代表性的家庭农场进行实地考察和文献的研究，针对苏北地区家庭农场的经营方式及特征，从经营规模和经营效益两方面分析，发现苏北地区家庭农场面临资金短缺、认证资格标准单一、经营主体短缺和社会化服务体系薄弱等严峻挑战。本文总结并借鉴国外成熟的家庭农场发展模式的先进经验，结合苏北地区家庭农场发展实践，积极进行家庭农场制度的完善与创新。并提出加强政策扶持、加强金融支持力度、借力“互联网 ”模式、培育新型家庭农场经营主体和加快完善社会化服务体系五大方面的对策建议，为未来的家庭农场可持续发展提供参考价值。

Development status, problems and countermeasures of family farms in northern jiangsu province

ABSTRACT

Along with our country rural land circulation and accelerating agricultural management system innovation,cultivating and developing family farm has become China’s agricultural micro-economic organizations and the basic objective of operating system innovation model.In 2013,the government made clear that it was necessary to actively develop and support family farm support policies and funds.Therefore,the investigation and analysis of its development can help to find its problems,proposing solutions as soon as possible,optimizing the development and cultivation of family farms.Through the representative family farm in northern JiangSu province,the field investigation and literature research were carried out,the operation mode and characteristics of family farms in northern JiangSu province,from the operation scale and the operation benefit two aspects analysis,it is found that family farms in northern JiangSu are facing serious challenges such as a shortage of funds, a single qualification standard, shortage of operating main body and weak social service system.This paper summarizes and draws lessons from the advanced experience of the mature family farm development model abroad,combined with the development of family farms in northern JiangSu province,actively carry out the family farm system improvement and innovation.And put forward strengthen policy support,strengthen financial support,take advantage of the Internet puls model,cultivating new family farm operators and speed up the perfect social service system,the five aspects of the countermeasures and suggestions,in order to provide reference value for the sustainable development of family farm in the future.

1 前言

1.1研究背景

改革开放以来，家庭联产承包经营发展迅速，农业劳动生产率和土地生产率大幅提高，农业经济平稳较快发展，近年来逐步形成了较为独立的家庭农场模式。以家庭管理为基础，创新农业管理体制机制，提高农业生产率是实现农村新阶段发展的根本要求。2008年召开的十七届三中全会提出“发展大户家庭农场”。2017年，在十九大报告中也再次聚焦了“三农”问题。中国家庭农场是以农户为基本单位，主要劳动力大多是家庭成员进行农业生产经营， 具有一定规模的新型农业模式，通过加快中国农村土地和农业管制的创新，培育和发展家庭农场已成为中国农业微观经济组织和操作系统创新政策的客观模式。家庭农场作为西方发达国家的农业经济组织，西方家庭农场的经营已相当成熟，中国家庭农场经济的发展也是一定的。目前，江苏省各地区家庭农场蓬勃发展，大多数农民热衷于创办家庭农场。从这个意义上说，研究家庭农场的适宜规模，种植和支持方式是非常紧迫的。因此，我们必须利用历史发展的可能性来发展家庭农场，并在现代农业建设中发挥重要作用。

1.2研究目的和意义

随着十九大报告聚焦“三农”发展问题，新型农业经营方式受到农民群众的广为关注。在创新型农业生产经营和农业现代化的客观需要的推动下，家庭农场的生产生产经营由于技术、制度和组织的方便，已成为家庭承包经营制度的“升级版”。 通过分析苏北家庭农场的发展现状和面临的困境，总结中外家庭农场的发展经验，以期苏北地区家庭农场能够借力“互联网”，实现可持续发展。

1.3.1国外关于家庭农场的研究现状

（1）家庭农场的概念研究

家庭农场作为一个外来概念，西方发达国家对家庭农场的研究历史较早。学者们从不同角度对家庭农场进行了大量研究，以下是学者们的主要研究成果。

Gasson（1993）强调应该从以下方面界定家庭农场：1）农民的所有权与雇主控制下的管理相结合，这些权利的主体与亲属或婚姻关系有关。2）家庭成员提供必要的资金，包括商业领袖在内的家庭从事农业。3）农民的所有权和管理控制权在家族之间转移。
